The Protection of Vulnerable Groups (PVG) Scheme is a registration system for anyone who carries out work (paid or unpaid) with vulnerable groups in Scotland. It is designed to exclude people who are known to be unsuitable from working with vulnerable groups and detects those who become unsuitable while in the workplace. The PVG Scheme was created by the Protection of Vulnerable Groups (Scotland) Act 2007 and has been live since February 2011. It is managed and delivered by Disclosure Scotland as an executive agency of the Scottish Government. 

What the PVG Scheme Does

  • It ensures that that individuals who are considered unsuitable on the basis of vetting information are prevented from entering the workforce, or can quickly be removed from the workforce if new information arises which makes them
  • It creates individual records held by Disclosure Scotland which will be updated automatically if new vetting information (i.e. convictions and other information held by the police) becomes known, or when a person’s circumstances
  • It creates a list of people who are barred from working with vulnerable gr
  • It make it easier for individual employers to determine who they might safely employ.

 All reasonable measures should be taken to ensure that all staff, volunteers and consultants are suitable and fit to work with children.


During recruitment for all positions that require regular contact with children, certain procedures must be carried out. It is essential that these procedures are used consistently whether positions are paid, unpaid, part time or full time, permanent or self-employed.
